T40 Speedstep settings and built in wireless probs

Hi, i'm having problems with Intel speedstep (latest version 3.1) settings under windows 2000. I have set AC settings to Max performance, when i restart the machine it will sometimes go back to battery optimizing mode. I have checked the BIOS settings, it is set to max performance, bios is also the latest version. However this problem still occurs and its quite annoying!

Also i'm having problems getting WPA to work on the built in wireless card which is an Intel Pro Wireless 2100 3B Adaptor. Some how it just fails to connect to the access point which is a D-Link DWL-900AP+. The wireless card has current drivers and software from IBM, (access connections 4.12). I can confirm that the WPA on the access point does work as i'm having to use an external US Robotics 5410 PC card adaptor which is configured for WPA no probs. Has anyone had this prob with the Intel card before? It does appear to support WPA as its available in the options menu and i did get it to partically work before (keeps dropping connection and was very slow) - however now its just not working at all.
