How to control the CPU speed?

I know this might seem like a basic question, but this is my first laptop so I need some help. When I right click on "My Computer" the System Properties displays that I have an Intel Pentium M Processor 1.70Ghz (which is indeed what I have) but underneath it says 598 Mhz. I am noticing that the computer is a little slow and therefore the 598 Mhz is what I am currently running at. Is this an attempt to save battery life and do I have any control over this. I am currently plugged in with my AC adapter and it is still at 598 Mhz. Please help!

Yes, it's a speedstep/power saving "benefit". Use AC power, set the power settings to "maximum performance" and run a cpu intensive program. This should boost the speed up to max.

I changed the power setting under the Battery MaxiMiser to "High System Performance." However, the CPU speed remains at 598 Mhz?

That's strange. Double check it or use Intel's Frequency identifier tool.

Nope. High System Performance was set to Max. Maybe it is because I am just surfing the internet and not using any CPU intensive programs (as sktn77a suggested to do)?

Do a google search for Speedswitchxp. It is an enhanced version of the applet and give a laptop much better control over its power settings. Its been a must install on all 5 of my last machines. I think v1.3 is the newest version.

SpeedswitchXP looks like a great program. I'm going to try it out tonight. Thank you!

I downloaded SpeedSwitchXP and it is not working for my computer. It doesn't have live statistics nor does it let me control my CPU speed. The CPU speed and controls remain the same as before I had installed SpedSwitchXP.

To get a graph of CPU speed in SpeedswitchXP, you have to enable it in the options. Once you do that, you really should be able to see it controlling the CPU speed (it's very possible Windows is lying to you about it).

I don't know why but I think Windows is lying about it. SpeedswitchXP is working fine now but Windows keeps telling me the wrong speed?!

I encountered this on a 15" T42p, where even when I had High System Performance selected in BIOS and with Batt Max., the System Properties still showed around 597MHz or so. What I did was use Control Panel (not IBM Software Installer) to uninstall the Battery Maximizer and Power Mgmt Driver, and then reinstalled the latest versions from IBM (Battery Max. 1.36a and Power Mgmt Driver is 1.26).
