Failed to load the delay loaded library

I have a T43 and I continue to get the following error message with every boot up:

Fatal Application Errror

Failed to load the delay loaded library. Error code 0000007e. Aborting...

I started getting this after updating ThinkPad software using the System updater. The problem is that I cannot figure out which program is causing the problem. I tried removing programs, but I think the damage was already done during the update.

Has anyone else seen this? I couldn't figure out what the error code means. I was hoping it would point me to the dll that is causing the issue.

Any help would be appreciated. It is getting very annoying and I am frustrated that a system update would do this. Unfrelated to this, I recently downgraded to Access Connections 3.82 because 4.12 caused my system to be slow. These issues make me have qalms about the system update function. I have learned to set System Restore points going forward.
