T23 wont boot even to the IBM screen

Hi.
Is this now a dead duck?
My IBM T23 powers up the screen and the fan, but the fan goes into a kind of spasm (it speeds up then slows down, up and down).
The screen is lit but no logo.
once of twice it has booted (after a few attempts) but now nothing.
The DVD even spins, but no boot.
Ive removed memory and the hard disk, as I thought that I should at least get an error, but no.
Does this sound like a new motherboard?
Has anyone else seen this?

please help.

Try reseating the CPU!

Install a new CMOS (RTC) battery.

Remove the AC power and the battery. Press the power switch 10 times and on the 11 time, hold the power switch down for 1 minute. Re-install battery and AC power and see what happens.

Worth a try - IBM had me do this on a system that was totally non-responsive and the system started working again.

just curious.... how can the switch do ANYTHING if the machine has no power from any source?

It has power from the CMOS battery and the repetitive pressing is "supposed" to discharge some system capacitors.
