No dial tone with mini-pci modem/ethernet

My thinkpad is reporting no dialtone with the mini-pci modem/ethernet card despite new drivers, a FULL reinstall of Windows, some testing in HyperTerminal a move of location and a change of cable. I think it was damaged during a lightning storm we had over here in the North of England recently.

a) Is my diagnosis likely?
b) if I swap out the mini-pci card for a new one from eBay, does the whole hardware get replaced including the sockets? i.e. will this likely fix the issue?
