Unable to read files off old HD in my Documents

I connected my old HD to an usb cradle to pull off some information in my documents.

However when I try to open my user folder it says access is denied!

How can I get to my files?

The problem is my windows installation is messed up, and I cannot boot to change the settings.

Well, you must be booting something to try and retrieve your files. What is it?

I am booting windows on my laptop, but the drive i need the files on is in an external casing.

Try booting up your laptop in Safe Mode with the damaged hard drive connected. Then follow the procedure in the link. If you cannot see the drive when you boot up in safe mode because the drive is connected via USB, then you may need to connect the drive directly via the Ultrabay Slim 2nd hard drive adapter. It happens to be on sale right now for $33.47 from Lenovo.

ThinkPad 2nd HDD Adapter for Ultrabay Slim

Caveat: I am pretty sure that booting up off of your main hard drive in Safe Mode, with the damaged hard drive in the Ultrabay Slim adapter, you can change permissions and gain access to your files. However, I have not tried accessing a 2nd hard drive this way myself, so I cannot guarantee it will work.
