Running CGI scripts without uploading them to a server

Does anyone know of any applications that would allow me to run a CGI script on my local drive as if it were running on a server?

I am running Windows XP Professional 2002 SP2 (Although I assume there is no way to do this nativley in windows without a proper Server Edition).

I need the scripts to run as if they were running as part of a website on a proper web server but only running from local disk.
