How to clean cover?

My laptop cover has some white marks on it, I've tried to clean it with those wipes used to clean glasses but to no avail.

Does anyone have any suggestions on how to clean the cover?

Is it possible to install an LCD rear cover and upper case, both with IBM logo, to a X61 7674 (not tablet)?
