2 GB of memory over 1 GB free and getting out of memory!

OK I've got 2 GB of memory in my T60p, and over 1 GB of free memory, plenty of free hard disk space. And I am getting an error from Outlook Express that I am out of memory, often I can not launch new IE web pages. What gives?

Did you turn off the Windows swap file?
