Does your T23 cursor freeze up when images are open?

Does your T23 cursor freeze up when images are open?
Granted this thing only has 16MB of VRAM, I'm still disappointed with how it behaves. Running 32bit @ 1024x768, even an image that takes up only half the screen causes a problem. Opening the window will have a slight pause, and moving the cursor around produces frequent jolts/pauses in movement.
At 16bit, the symptoms disappear, but the loss of resolution ruins most images. Is this just the way it is, or is there possibly another setting that may play into this?
edit: XP eye candy is OFF.

My 32 bit, SXGA+, 1.2Ghz, 1GB memory, T23, running WinXPP SP2 seems to work fine. I too have turned off most (if not all) of the XP eye candy. I'm running the Classic Start menu with NO background image. I've only got about two dozen icons on the desktop and am running Paint Shop Pro with a 1280 x 960 image open. I can move the image around the frame and don't see any delay/hiccups. I also don't have any antivirus program hogging CPU cycles on this particular machine so we may be comparing apples and oranges.

Okay, given those parameters (Firefox 1.504, on the same machine as described earlier) and having 7 tabs open on my personal websites that have lots of pictures, I do see a slight "hesitation" during a smooth scroll up and down the page. I'm doing this with the center button to enable the scrolling mode and putting the cursor above or below the dual-arrow icon, not by using the normal scroll bar arrows on the right side of the browser window. Changing to 16 bit resolution does reduce the delays but doesn't totally get rid of it.
On the bright side, I don't see any real difference in the picture quality between 16 bit and 32 bit color depth. Perhaps my "near-century" old eyes has something to do with it?

It doesn't even matter if I have 1 tab or 20. The 16bit really shows with non-photo images, like the Great Wave.
I'm using this version of it, and under 16bit, the seamless color transitions become anything but seamless..

I'm going to deal with this until I can afford a ThinkPad with 64 or 128MB of VRAM. So my complaining will probably stop once I've got some half century old eyes..

I just tried viewing this image on my T41 with 32meg ATI Radeon and I get stripping of the background when viewed on the LCD display. The image is fine on my desktop with a CRT display.
edit: I just viewed this image on my T23, and did not see any problems with the cursor sticking or being erratic, although I still see the stripping of the background as in the T41. I was on Firefox 2 with 32 tabs opened.
