Thats not good. I'd say major defect/failure. Call service and have them deal with it. Be sure to back up your data first.

Hardware problem, I would say the planar should have been replaced the first time around.

Why should the MB be the defective part? Maybe there's something wrong with the fan, no?

Sounds almost like a warped heatsink mating surface, or lack of thermal compound. If you can feel air coming out, you can exclude a bad fan. In any event, your laptop will have to be sent in for the fix unless you know of a shop who could do the repair without voiding the warranty.

But is only about 7C off the max temp the CPU can handle because it throttles down.

Also, you wouldn't expect 93C on a high-end laptop

Anything in the 90°C zone is pretty much grounds for sending it in to service. There is really little reason it should climb quickly to those temperatures while it isn't doing extremely heavy processing. Regardless, as Benottomex says, the CPU will undergo critical shutdown by itself if it ever reaches +/-1°C of 100°C as a safety mechanism. That shouldn't happen on any system, much less a new T60p.
