Best cardbus video capture card for A31 (P4 1.6Ghz)?

My inlaws would like to tranfer some videos they have on tape to DVD. I am looking at getting them a DVD burner and video capture card. I am thinking cardbus pccard rather than USB since I think the USB ports are 1.1 so would be too slow. Has anyone had any experience in this area and could give me any recommendations?
