MS provides a free 'msi editor" that you can install under XP at least. The name of the file is "Orca.msi". This installs an application named Orca. Using Orca you can edit the VZ_Access.msi file to eliminate the launch condition that stops the installer from launching if you have a version of Windows other than those specified (Win9x, Me, 2000, XP, Server 2003). I won't be in the same place as my hard drive with Vista on it for a few days, and so can't give a full report. If anyone else wants to try, good luck.

orca is part of the SDK and used to modify msi files as you say and by changing the msi files you might be able to install, but that doesn't change the application and it's still created for other windows versions and most likely won't work anyway when installed under Vista.
Some functions might work, but i'm pretty sure that a lot won't (if any at all).
