Static-like pixels on screen

On certain colors on my T42p's screen there will be a sort of static where the pixels quickly change to white and back. This is continuous and just seems to have started today.

For example, the darker blue edge in this forums color scheme will have the appearance of static within it, but other colors do not. This is noticeable even on my desktop background.

Is there something wrong with the refresh rate or what? I have to add that I ran PC doctor and it showed my video memory test failed

Have you tried reinstalling the video driver or something else such as the Catalyst drivers?

alright, reinstalled driver, no change. Installed the most up-to-date driver, and no change.

As well, I was at the windows xp log-in screen, and I realized my whole screen is filled with these vertical lines that are staticky. It's very noticeable and distracting

Hook your laptop up to an external monitor.

If the static appears on the external monitor as well as the LCD screen then I would guess the system board is on the way out.

If the picture on the LCD has the static and the external monitor picture is good then I would guess the LCD is panel is going out.
