Probably you have to drop all partitions first with a tool like fdisk. Only with no partition on the hd you are able to install the recovery area from the cd's. If you just want to install the OS without recovery area from the cd's, it should work if there is a valid windows partition.
T40p 2373-g1g: 1.6 GHz, 1536 MB RAM, 160 GB @ 5400 rpm drive, 64 MB Video, IBM a/b/g II, CD-RW/DVD Combo II, M10 Fan, Ubuntu 8.04
Make sure you are selecting the right options when you boot the recovery CD - there are a couple and you might need to select the right one to repartition, format and load the HPA and the C drive.
You cannot do a "clean install" of XP from the recovery CDs but I believe there is an option not to have the HPA.

1. Start the T40 and go to the BIOS. Check the BIOS and Embedded Controller levels.
1a. If not current, go to the IBM PC Support site and download the latest BIOS and latest Embedded Controller files for your T40. Get a USB Floppy if you don't have one. Borrow one if necessary. Update the Embedded Controller and then update the BIOS.
2. Set the BIOS to boot from CD.
3. Boot the Recovery CD 1.
4. When the main menu appears (before you try to start the recovery) press Escape, the F3 to exit. Should leave you at X:\Recovery or some such.
5. Run Fdisk.
6. Delete all partitions.
7. Then FDISK /mbr
8. Shut down.
9. Restart with Recovery CD 1.
10. Carefully follow the prompts.
That should build the PreDesktop area and then proceed to recover your system.
If this doesn't work, your recovery CD's may be defective. It has happened before (to me, at least)
