Need to reemove and reinstall outlook express

Here's my dilema. On an IBM T21 Outlook express 6 in XP is corrupt. Address book says files are corrupt and to reinstall oE. microsoft says to go to add/remove programs, add/remove windows components. take check off blah blah blah.... all this does is take outlok exp out of the start up menu. it doesnt touch the program and itsproblems. anyone know how to remove it and reinstall. Also microsoft says this error occurs after installing update 911567. i CANT FIND IT ON THE MACHINE TO REMOVE PERHAPS BECASUE MY MOMS FRIEND RAN SYSTEM RESTORE TO TRY TO FIX THIS ON the COMPUTER AND iJUST DONT KNOW IF SHE INSTALLED IT OR NOT. (sorry for caps) Any help would be greatly appreciated.

Try System File Checker. Go to Start > Run, type in sfc /scannow and click OK.

I recall sometime in the past year or two a critical windows update somehow caused my outlook express to stop working. I also recall failing to find any way to (re)install outlook express. Microsoft seemed simply not to make the program itself - alone and by itself - anywhere available for (re)installation. All links that used to provide a download for Outlook Express seemed dead or not to work.

I started using Outlook as my main email client. Doing a complete system restore to factory image would contain the old and working version of Outlook Express.
