Power Manager fixed, but now v5200 isnt powering up???

Be4 my power manager problem (i uninstalled and reinstalled most of my thinkvantage software.) the card would throw off lots of heat in performance mode.

Now it seems like the card never goes into performance, when playing WoW I cannot stay above 10fps... I uninstalled and reinstalled my omega drives but not dice. Any other ideas?

My v5200 is running at 128/130 when it is suppost to be running 400/330.... So the power manager or something is lowwering the clocks even tho it is set to maximum performance. What the heck?
