Offline files disabled on reboot

I have a new T60 widescreen model. I can enable the Offline Files feature, but when I reboot, it always gets turned back off. I know it's not compatible with Fast User Switching, and I do not have this enabled -- in fact, I've even disabled the FUS service.

I have had this problem when Access Connections was installed or uninstalled.

Does anyone have a solution? This feature would be useful to me.
