How to run A31p at max. CPU with AC power and no battery?

Recently when I removed the battery from my A31p (2Ghz CPU) and run it purely on AC power, I noticed that the max. CPU speed dropped to 1.4Ghz and I cannot raise it any further even though under the Battery MaxiMiser Wizard I have selected a profile that sets the CPU speed to maximum.

Is this by design? Thanks.

Have you tried using Windows Power Management option set to Always On ?

I am not exactly sure what is the option you are referring to.

For my A31p, in Windows XP under Control Panel->Power Options, under the tab 'Advanced Settings', both 'CPU Power Management' and 'PCI Bus Power Management' are set to 'Automatic'.
