Battery monitor stays at one %

I changed my battery settings so when plugged in to AC it starts when the battery gets to 20% and stops when it gets to 90%. Funny thing now - where ever the battery % is, it never changes! If I unplug it, the % goes down. When I plug it in, it never goes up or down.

My battery shows 70 cycles, 54.7 Wh full charge capacity and 56.16 Design capacity

Question 1: Are these the "best" settings for maximizing battery life? I most often use it plugged in and hibernate between and at night.

Question 2: What is going on with the charging system? Why does the % remaining not change up or down when plugged in?

90% / 100% are what he uses. If you set the low limit to 20% it won't start charging until the battery hits 20%.
