Cannot install program from CD-ROM drive

I was wondering what could cause the CD drive to refuse to recognize a CD in the drive. When I insert it nothing comes up on the screen. And then the drive doesn't open so I can remove it. The Eject Utility keeps saying there is nothing to remove when there really ~is~. Then I can't get the drive open again w/o the 'key'. Could someone tell me why the CD doesn't play because it is brand new, so I know it's not damaged in any way. It seems like the problem would be with the computer since the drive and utility eject do not work.

I have T42 2379 DXU. I've had it about 2 yrs .
