Productivity Window Messed up.....Pics included

First time Thinkpad owner here so go easy on me

when i open Productivity Center I get the normal PrdCntr window shown below.



After a few seconds it acts as if another instance is trying to run and the PrdCntr window goes to this:



If you look at the second pic closely you can see the Customize and Close buttons visible a second time under the upper quick links portion of the window.

It started this after updating it to the latest version. I have uninstalled it and reinstalled.....no change in behavior.

Any ideas?
