T60 & Vista help needed

I am struggling with a new T60 UO1HCSH with Vista Business.

I am logged in as Administrator User and when I try to change date and time the following error message is displayed: "Unable to continue. You do not have permission to perform this task. Please contact your computer administrator for help."

When I try to open "Change your account type" under User Accounts then nothing happens. I get the same result with all clickable options which are marked with a protective shield.

When I right click on desktop and select ATI Catalyst Control Centre then the following error message is displayed: "You do not have permission to change Catalyst Control Center settings..."

I have searched Google but so far no luck.

Should I reinstall the Vista or are there any faster solutions? I do not want to reinstall everything just to find out that the problem is still there.

As a temporary workaround I am able to start a Command Prompt window in Administrator mode and run date/time and ATI command center from there. This is not the way I want it to be.

Edited: Solution found! In Safe Mode I created another administrator account. Using this new account I reset my normal account to Standard User and then back to Administrator. This seemed to solve the problem.
