Swapping Fn & Ctrl keys

I am very used to using keyboard short cuts and find the location of the Fn Function and Left Ctrl Control keys to be inconvenient. Has anyone figured out a way to swap the two? Generic keyboard remapping programs can alter registry files for Ctrl, Alt, and just about any of the other keys on a standard keyboard but not Fn. [Perhaps this question has been asked before, but my crude searches couldn't find any answers; please enlighten]. Thanks.
