External CRT Refresh Rate Hell

Here's my Xrandr, you can probably see the problem:

As luck would have it, my horrible monitor can support 1600x1200@75Hz, but 1400x1050@85 (Omega drivers under windows can do it) is not available. I've screwed around with every modeline generator I could find, so here's my xorg.conf. Hopefully someone around this nutty place has a suggestion :D

I'm running Arch Linux, up to date with the latest kernel, Xorg, and fglrx

Not sure if this helps, but I just used aticonfig for all of this, and it works beautifully with the external monitor. It didn't setup any of the refresh rates, or screen resolutions in the xorg.conf and as a result it seems to detect what the best resolution and refresh rate is. In fact, xorg.conf is pretty bare.

In fact, changing between monitors (with different resolutions) has just worked.

So, maybe try maybe moving your xorg.conf to like xorg.conf.bak and doing a aticonfig --initial <other options you need here>. Hopefully that will work for you, as it has worked great for me.
