Trying to reinstall XP after something bad happened to my system. Honestly, it really sucks at the moment.

Anyway, I get to the screen where I have to start setting up XP. Some cheezy music plays and I agreed to something and hit next.

But now it's a weird screen that has the Blue XP background to it, but overlayed (unevenly) is a large white frame that says "International License Agreement for Non-Warranted Programs." There is a green Back arrow but nothing else but the whiteness. No text, no where to agree, nowhere to go forward. Clicking the back arrow does nothing.

What's up here? I can't access windows at all. I am really stumped. Thanks for the help...

Okay, this should not be happening. What Windows CD are you using? I have never heard anything like this happening. I would try to boot into safe mode (hit F8 repeatedly after the BIOS screen, but BEFORE the Windows boot screen, select safe mode from the boot menu). If you can access Windows here, click Start > Run. Type MSCONFIG and select the startup tab. Whatever is popping up could be disabled. Uncheck everything in the startup tab and reboot. If this still happens, or there was nothing in the startup tab I have no clue what to do without anymore information.

Sounds like a non-official XP-disk, or a copy that has been tampered with.
If you can, scan it for virii, trojans and their ilk.
