It's for restoring your hard disk to the factory state when new.
If you want to use it, you need to make an external backup of all your personal data first. Then, after the restore, you need to do all the updates for Windows AND IBM/Lenovo and reinstall any personal software.
Think twice before you use it!
You can switch off the notification for it in your BIOS, or it will also disappear if you delete the restore-partition.
