display settings?

Hi all,
Back home after months away, and tried to connect my external monitor. F7 didn't work and it took some fiddling to change some windows settings. But -- shouldn't the blue button - Device configuration - Select display settings - allow me to set that up? When I click on it nothing happens. All the other Device config options come up.
Stumped in St. Lucia.
