CPU usage 50-53%?

I have NHC my CPU load is 50-53% all the time I disabled all the startup items; I have webroot with antivirus add on installed I ran that also no problems?

Open up task manager and look for the offending process.

tvtsched.exe like 50% it looks like it's an IBM something i only boot with i need here is a screenshot

This comes up time and again. People blame processes (wrong 99 percent of the time); IBM software (wrong 99 percent of the time); Windows (wrong 80 percent of the time).

Check the settings of your drivers (IBM); your OS (Windows) and your applications.

A properly setup machine should run for several years non-stop with an average CPU load of less than 2 percent more than 95 percent of the time. Put task manager in your system tray. If it is not dark green most of the time, something is wrong with your setup. ... JDH

I just got windows fresh installed and all updated drivers...etc there is no erorrs or anything wrong with setting up them things that i know off would you give a tip or so about the wrong setup your talking about?

Thats the ThinkVantage Scheduler.
Doing a quick search, it looks like several other people have had this exact same problem. Best thing you can do for the moment is just disable it from starting on startup. [run->>>msconfig]
