lost "text-to-speech"

My T40p had a "text-to-speech" feature. I had it working (inadvertantly, actually) when I was exploring the keyboard features, but now I can't figure out how to get it working again. I'm not sure if the output was "Microsoft Sam". ControlPanel/Speech seems to have Sam there. But how to I get the pc to actually start reading text as it was able to do?
