WXGA+ resolution on a 14" T42 compared to a 15" T4
Does the WXGA+ 1400x1050 resolution look much smaller on the 14" T42 compared to the same resolution 15" models?

There is no WXGA available on the t-series. WXGA is for wide-screen lcd's the options are XGA, SXGA+, and UXGA.
SXGA+ is 1400x1050, I have this on my 14.1 screen and it looks great. I haven't seen it on the 15" screen but it is not very small. The 15" screen also supports 1600x1200 which is UXGA and you might want to consider that.
