These computer makers (Lenovo, Dell, et al) are in the business of selling -machines-, and if people are not buying the machines with Vista installed on them, then naturally they will sell their computers with XP instead.
The computer maker's willingness to sell XP on a computer is a type of open rebellion against Redmond, and it's surely a big shock to them up there in Washington!
Microsoft is under tremendous pressure because:
1: Vista has numerous shortcomings causing poor acceptance
2: Vista's prices are at least 25% too high for the product's user value
3: for the most part, Vista is -perceived- as unnecessary to computer owners who already have XP installed and everything is working fine for them.
