maximum brightness setting on x61s?

I have the x61s with the ultralight screen and I noticed that sometimes when I turn my laptop on (not plugged into an outlet) the screen will be a lot brighter than the usual max (level 15). However, as soon as I press Fn+End to turn down the brightness, the brightness drops significantly back to the usual max and I can't reach the super bright level anymore by pressing Fn+Home. Does anybody know what's going on or how I can access the super bright mode manually?

The maximum brightness level while on batteries is determined by a parameter which can be set in the BIOS -- change the value to "High".

Using this approach consumes battery more quickly as well.
