TIP Box opening in Non-Tablet Mode

For whatever reason, the little TIP box for my tablet floats above any area where I can enter text, but does this when I am NOT in tablet mode. Does anyone know why this is and if it can be disabled? I does not happen for the 1st hour or so when I boot up, but then, magically, it begins and is a little annoying while I am typing and it is moving along side of me. Any suggestions?
