Help with T30 pointer?

I just got a used T30 and have noticed something odd. If I "hover" the pointer in one place for a couple seconds, it activates automatically as if I hit the left 'mouse' button.

Is there any way to turn this off????

Is it a T30 problem or a windows problem ?
