Hotkey Color

any one know how to change the Hotkey color under Vista i know it can be done under Xp Pro cause i had it set to blue but on vista i cant seem to find this setting.
T60p-T2500, 100GB 7200 HDD, 2GB RAM, V5200, 14.1

Control Panel -> Display -> Settings tab -> Advanced button -> On Screen Display
