Powermizer, Vista and the Quadro 570m

I seem to be having some sort of issue with the gpu/vmem not downclocking when im on battery and not running a 3D app. I have the 14" T61P so my video card runs at 475/702, but it runs that speed all the time according to Nvidia monitor. I am currently using the regular Nvidia drivers with a modified INF file. The screen brightness control and all the other features work correctly. I've did a lot of Google searching and forum reading but have not found a resolution to my problem. I'm curious if the Lenovo drivers do the same thing and if not, what difference is causing this not to work on the regular Nvidia drivers ranging from INF to some program files required to make it operate. I don't see any powermizer options in the Nvidia control panel which may help in troubleshooting this. Does anyone have any suggestions other then "Just install the Lenovo drivers"?

Does anyone have any knowledge about the modified drivers and this issue?

Modded inf is perhaps set without PowerMizer enable. Just switch it on.
