"Always on top" on T60 with ATI X1400

Hi, I have a T60 with the ATI X1400 graphics card. My problem is that I cannot get ATI Hydravision's "always on top" feature to work. When I pull up the menu that contains the option, all the features are just blanked out, ie I cannot select them. I seem to recall that at one point, this feature worked on my computer. Also, it works really well on my old Toshiba with an NVIDIA graphics card. Any suggestions?
