Can I install a second hard drive in inside my T40, say in the ultra bay?

Yep! Just press F12 at the beginning of the boot process and choose which drive to boot from.

Alternatively, if you have a bootloader on the drive in the main hard drive slot, that boot loader (such as grub or what Windows Vista will install if it detects another operating system during installation) can give you a menu of which drive or partition to boot from.

Note also that that 2nd HDD adapter comes with EZ-Gig cloning software on a floppy disk. You need a USB floppy drive to use it, but it does work pretty weil.
