Is there an included utility to change the defintion of the keyboard keys?

are you looking to change the mapping of individual keys or do you need to change the entire layout for a foreign-language keyboard?

I'm looking specifically for a means switching the caps lock and left ctrl keys. Remapkey.exe doesn't work in vista. It can't write to the registry.
