lost virtual scrolling capability

i can't virtual scroll on my T61 anymore. it came with Vista Home Basic. i used to be able to do it but i can't anymore recently. i didn't change any settings on it and when i go to the mouse settings it is enabled. is anyone having this problem?

Reinstall UltraNav drivers.
