program specific hotkey settings on thinkpad keyboard?

I found the keyboard customizer utility to be of little use on my x60 tablet, in terms of how much you can customize towards application specific functions.

I'm wondering if it's possible to customize the page back and page forward keys for firefox so that instead of going back and forth, I can use it to toggle between tabs(instead of using ctrl + tab/ctrl + Shft + tab). I usually don't mind using the default shortcut keys, but I have a hard time getting used to the awkward placement of the Fn and Ctrl keys.

Wouldn't it be easier to edit keyboard shortcut preferences in Firefox?

I tried using the keyconfig extension, but it doesn't seem to allow me to assign the page back/page forward keys. Is there perhaps a 3rd party app that can customize hotkeys the same way Logitech's SetPoint does for their mice?
