Is my T23 missing in action?

On startup, I get the lights initially, but the CPU fan speed changes constantly (up and down) and that's it. No BIOS messages, nothing on the screen , no beeps, etc. I think the hard drive spins up, but nothing. I tried reseating the memory, even the CPU, and checked the CMOS battery. still nothing. Is it a dead motherboard? If so, where can I get a new one that's reasonably priced? This one has all of the options so I'd like to keep it going for a while. Will the case take a newer board? Thanks!

This happened to my T42 after about a week of use. Tech support couldn't figure anything out over the phone, so I got a replacement.

It seemed in there opinion that nothing could be done.
