T30 1.8 CPU running at 789mhz

Hello,
I have a T30 with the 1.8 processor. Sometimes it runs at 1.2mhz sometimes it runs at 789 mhz when I check it in control panel/ system. any ideas on what may be causing this? I am running windows XP SP2 with 1G Ram.

It uses adapative power mode and only runs at the speed it needs. ... JDH
