Looking at the image, it looks like it's a screenshot of the end result of background image plus a lot of system stats plus a workspace switcher, a clock, etc. Where did you find the picture, and did it come with instructions for making your own?

Looks like a heavily modified Conky using Fluxbox with a wallpaper made in advance for his conky configuration.

This was mentioned on IBM DeveloperWorks Community by someone, it's conky created with two other tools FluxBox and fbpager. The person created the basic structure himself by copying thinkpad's picture from the Hardware Maintenance Manual of X60s, you can also download .conkyrc from the following blog:
