T21-Can we bring it bac from the dead

A friend of mine has a T21 he got from his father in law. The problem is the machine will not boot. When you start it up the fan comes on momentarily then it shuts down. Is this a motherboard problem? Not receiving any error messages or beeps. Anyone had any experience like this before? Thanks in advance

Do any of the lights flash on then off?
