CPU usage mismatch - Task Manager

Any help or assistance appreciated!

I am seeing a mismatch with task manager CPU usage and "system idle process. In the "processes" window, shows system idle at 98%, but shows at bottom CPU usage is at 25-30%.

Performance window shows both CPU's fluctuating at / around 25-30 percent as well. I am seeing slowed response on applications.

T61P Core2 Duo T7700 @2.4GHz with 2GB RAM.

I am at a loss to identify the problem. First started noticing this last week, although this may have started earlier. A bit sensitive to this, because I was trying to use Google Desktop Search (for enterprise) and noted that their latest version would run a 50% of total CPU, although this occasionally showed one cpu at 100 and the other at 0.

Findings

Process explorer from sysinternals identified the cpu usage as DPC/Deferred Procedure Calls.
Although no apparent help her, it did at least identify that DPC's were claiming 20-25 % of CPU.

After more testing and disabling starup task found the culprit.
I have a Lenovo USB Webcam 40Y8519 that seems to be the culprit. Unplugging the cam solves my problem, but leaves this open for Lenovo/VIMicro
