problem with drag and select

Hi all - When trying to drag a rectangle, e.g. cropping a picture, I can only select part of the screen and only in a proportion similar to the screen shape. No other shape. It is the same with the mouse and the track pad, and in any programs that use a drag to select function.

I don't know where to look for what may have changed. Any suggestions?
