Can I remove start up "pop-ups"

Wanted to know if the "pop-ups" can be shut down from showing on the screen. I know my wireless network is not connected, I don't need it to keep telling me!

Not sure about Vista

Also, you can go to Windows Explorer and change some options for bubble help in there in both XP or Vista.
