Can't create new plans in Power Manager

I am unable to create a new power plan in the Power Manager utility. I select New, run through all the setting screens, click finish, but no new power plan shows up, just the same four default plans. Uninstalling and reinstalling the most current version didn't help. I'm running Vista Ultimate on an X61 Tablet.
